It all depends on how much he gambles. He has to live/gamble within his means. If his gambling (and subsequent losses) is affecting his way of life, and he’s sometimes unable to pay bills because of his gambling, then he definitely has a problem.
You should work with him to stop gambling, if that’s the case.
