Why does congress have the right to investigate sports and steroids?

If anything, shouldn’t this be a judiciary issue and one that is handled by the courts? In response to inapropriatus- what does this anti-trust exemption mean and imply? I always thought congress made the rules and the courts enforced them (not to simplify things too much).
